Craftsman6.5 b&S push lawnmower...when i pull my cord to start it gets stuck half way?

i recieved it from my uncle and it didnt start then i thought i coul fix it ..i tryed cleaning filter...cleaning carb...cleaning valves.....i dont no much els im new to this i looked up all da stuff i already did and im stuck please help
