Attach a leash to his collar and tie him to something stationary or else get a puppy gate and confine him in a room while you fix your sandwich. Going out should be made to be fun. Socialize your dog while you have him out for a walk by asking your neighbors to participate. Most people want to help with a shy dog. Once he realizes just how happy everyone is to see him, he will begin to enjoy his walks. When he goes toward doggy poo, yank him back on his leash, while strongly saying, "No. Bad dog." Then hand him a treat instead and say, "Good Boy," in a friendly voice, while petting him on his head.
