Why won't my laptop connect to the internet?

My desktop can connect to the internet and work fine, but my laptop won't. It says I am sending over 100 packets but receiving 0. Every time I connect to my network, it says I'm connected but I can't use a browser. I have tried everything to my knowledge including diagnostics, repair, and network and modem troubleshooting. PLEASE HELP!!
