Does Germany have justified Right, much like the US to make a Preventive/Preemptive Strike?

If you have to ask the answer is 'No'.. Most nations don't think they have to ask and will act how they wish. Sometimes it will get you hled like Iran and sometimes no one will challenge what you do like Russia's support of Iran. Germany appears to act as a sovereign state.
